I think it's more of " a swordsman only cuts what he wants to cut" as implied from his sensei that those at the top can cut steel if they want to but won't be able to cut a piece of paper or feather if they don't want to! I think zoro cut him just using pure technique!

And this episode is why filler sucks. In the Warship Island filler arc (the one with the dragons) Zoro says he can cut anything no problem, and then in this arc (with buildup starting in Little Garden) he wanted to learn to cut steel.
in Warship Island arc he did cut iron chains but never steel
That's definitely not true. Go to 10:35 into episode 59 (depending on which release it could be a few seconds before or after that).
The exact quote in the dub is:
Zoro: "Chains of steel, huh?"
Luffy: "Can you cut 'em?"
Zoro: "There isn't anything I can't cut."
In the official sub that's on gogo:
Zoro: "Steel chains, huh?"
Luffy: "Think you can cut 'em?"
Zoro: "There's nothing I can't cut!"
I plugged the word "steel" into google translate to see if it was maybe a translation error and it had a Japanese character but then underneath said "Hagane" which is what Zoro actually says (metal comes up as "kinzoku" and iron comes up as "tetsu", and he doesn't say anything that sounds like either of those).
